On 19 December 2024, the EU adopted the Packaging and Packaging Waste Regulation (PPWR - Regulation (EU) 2025/40), marking a decisive step towards a circular and competitive packaging economy. Effective from February 2025, the regulation sets out ambitious targets:

  • Reduce primary raw material use
  • Make all packaging recyclable by 2030
  • Safely integrate recycled plastics
  • Align the packaging sector with climate neutrality by 2050

The PPWR addresses the entire packaging lifecycle, harmonising manufacturing, recycling, and reuse standards across Member States. These measures are expected to reduce GHG emissions, water usage, and mitigate negative environmental and health impacts from packaging waste.

A key feature is the role of Green Public Procurement (GPP). By February 2030, the European Commission will set minimum mandatory requirements for public contracts involving packaging. These requirements, ranging from technical specifications to performance conditions, will be based on sustainability criteria, economic feasibility, market dynamics, and competition considerations.

The PPWR sends a clear message: sustainable packaging is no longer optional - it is a legal and economic imperative for businesses aiming to stay competitive in the EU market.
